panelmapno_world.txt (5,695 bytes, part of BIN textdata) is world-map panel region numbering data.

Not referenced anywhere in rg.exe — neither panelmapno nor mapno appears in the binary. Not opened by this client under that name. The runtime map/world files are instead the binary world.ftpg / world.slk / world.wlist, pulled from the mapdata archive by WorldManager_LoadFootpageTable / LoadSLKTable / LoadWorldList (0049d2e0 / 0049d020 / 0049ce20) via Archive_OpenText_In_Mapdata @ 004bc7c0. Treat panelmapno_world.txt as an editor/tool asset or legacy leftover.
